<p>We are looking for an experienced advocate with at least 2 years post qualification experience to join us as a lawyer responsible for general housing and civil litigation, with emphasis on possession actions, debt recovery and homelessness. You will have experience of possession and injunction proceedings in respect of secure tenants and be able to demonstrate excellent client care skills. Good advocacy experience is essential as is an ability to work with minimum supervision.</p>

<p><strong>Main Purpose Of Job</strong></p>
<p>Located at the heart of the Thames Gateway, Medway Council is a unitary authority striving to achieve excellence in public service. We are looking to recruit to an experienced and professional Strategic Asset Manager within the Corporate Service’s division to :</p>
<p>Deliver the strategic asset management service for the council’s housing stock of over 3,000 units.</p>
<p>Develop and keep under review Medway Council’s Housing Asset Management Strategy and to manage the planned maintenance programme.</p>
<p>To develop the stock condition database and lead on the development of planned and cyclical maintenance and improvement programmes.</p>
<p>To establish and oversee tendering strategies for capital and revenue, responsive, planned and cyclical works that meet value for money and probity requirements.</p>
<p>To monitor the Council’s records and statutory certificates and to ensure that risk management methods and statutory compliance (e.g. Health and safety) are appropriate, applied and monitored.</p>
<p>To develop and implement strategies to reduce long-term maintenance costs including standardisation of components and specifications.</p>

<p>We are looking for someone with the drive and enthusiasm to work in a small team to ensure that the Council’s supplier relations are delivering the best possible outcomes for citizens. The successful candidate will be the primary contract manager and point of contact for contractors’ delivering the Council’s outsourced Housing Management, due to go live in April 2012, and will therefore require a high level of professionalism.</p>
<p>Tasks will include, advising corporate management on general Housing policy and processes, managing the work tasks of staff, research and data collection to support contract reviews, supplier negotiations and development of procurement related policy. The postholder will be responsible for monitoring, updating and reporting contract performance information to a high level of detail and accuracy, holding contractors to account and reporting to Executive and Director level. The job will also require arranging and participation in meetings and workshops with internal and external stakeholders. Strong interpersonal skills will be needed to resolve any contract issues and to enable continuous improvement across the Council’s contracts.</p>

<p>In addition to the management responsibilities of this role, you will also monitor the level of care provided to clients and will act as a source of professional advice and guidance where required for members of the team.</p>

<p>Key to this role will be your ability to effectively manage a large team of dispersed staff delivering vital front line services. You will therefore be a seasoned manager with relevant experience and the capability to meet the needs of the service and drive staff performance within the team.You will also have a good understanding of our CQC and legislative obligations and will be flexible in your approach to work to ensure deadlines are met and workloads prioritised appropriately.</p>

In addition to knowing about affordable housing, policy and partnership working, and performance management, the person should be a good negotiator who can deliver results.</p>

You will have strong experience of homelessness prevention and homelessness assessment within the terms of the Housing Act 1996 part 7.</p>
<p>In this role you will help ensure that Spelthorne continues to deal with potential homelessness in a proactive way. You will be able to motivate and support the team and manage their performance effectively. You will also possess excellent communication skills and have the ability to maintain strong working relationships with partner agencies and stakeholders.</p>
<p>You will be enthusiastic and motivated and have strong previous experience of housing allocations. You will have excellent communication and customer care skills with the ability to work effectively in a team.</p>
